  1. What is the Operational Area Response and Recovery System (OARRS)?
    • OARRS is a web-based information reporting and notification system used by jurisdictions and agencies in the Los Angeles County Operational Area to convey conditions and operational status as a result of an incident, emergency or disaster.

  3. Who Should Have An OARRS Account?
    • Jurisdictions and agencies decide who in its organization will have access to OARRS. OARRS access is limited to those personnel who have either a direct role in the Operational Area EOC (OAEOC) or is authorized by jurisdictions or agencies.
       
  4. How Do I Get An OARRS Account?
    • Your jurisdiction or agency's OARRS Administrator will notify you that you need an OARRS account. At the OARRS website portal, click on the "Register" button it and it will take you through the registration process. When the form is completed, your jurisdiction or agency's OARRS Administrator will be notified that you are requesting OARRS access. They will either confirm or deny your access to OARRS. You will be notified via the email address you provided as to the status of your request.
       
  5. Who is my OARRS Administrator?
    • Contact your jurisdiction or agency Emergency Services Coordinator.
       
  6. How Do I Register for an OARRS Training Class?
    • Once you have an OARRS account, log on to the Operations database. Your personal profile screen will be displayed. If all information is correct, click the "Submit" button. On the menu on the left side of the screen, click on "Custom Form". Next, click on "OEM classes" for a complete listing of all classes. For additional information on registering, look for the HOW TO GUIDES in the "References" section on the menu. All OARRS users are encouraged to participate in the regularly scheduled monthly training/exercise events.
       
  7. Who Can I contact when I need help with OARRS?
    • For OARRS User/Application Support, contact your jurisdiction or agency OAARS Administrator. For OARRS Technical Support or system issues, contact oarrstechsupport@ceo.lacounty.gov. For Computer/Internet issues contact your IT Department.
       
  8. Will My OARRS Account be deleted for inactivity?
    • Yes! If after 12 months, you have not accessed OARRS, your account will be deleted. Your OARRS Administrator will be notified of the deletion. You will need to re-register and be re-approved to have OARRS access.
       
  9. What is the difference between Operations and Training environments?
    • Operations is the environment used for actual events. The Training environment is used for testing, exercising and becoming familiar with OARRS. In the Training environment, a water-mark is displayed in the background.
       
  10. What happens if I forget my Username and Password?
    • If you forget your Password, click on "Forgot Password". You will be asked to answer a security question which you selected during the registration process. If you still have trouble accessing OARRS, contact OARRS Technical Support at oarrstechsupport@ceo.lacounty.gov.
       
  11. How do I change my Password?
    • Log on to OARRS using your existing password. When the Personal Profile screen appears, go to the Account Information tab. Check the "Change Password" box, create and confirm your new password. You can keep the same security question or change to a different one. When you change your Password, you must remember to change it in both the Operations and Training environments
       
  12. Is OARRS operational 24/7?
    • OARRS is operational 24 hours a day, 7 days a week except for scheduled maintenance or the site is down due to unforeseen circumstances as a result of actual disasters or emergencies.
       
  13. Is the OARRS site secure?
    • OARRS has a robust security system. Information you provide is secure behind multiple layers of security. To maintain information integrity, users should not share their Username or Password with anyone.
       
  14. Do I need to enable pop-ups to use OARRS?
    • Yes! Follow the instructions on your browser to enable pop-ups.
       
  15. How do I report my jurisdiction or agency status if OARRS is not available?
    • Hardcopy forms are available in the References section, Document Library, Forms in the Navigation menu on the left side of the page. We suggest you print out these forms and maintain copies in your EOC or DOC.
       
  16. Where can I find more information on how to use OARRS?
    • "How To" guides are available in the References section, Document Library, How To in the Navigation menu on the left side of the page. We recommend you print out these handy reference guides and keep them available for authorized OARRS users.
